The Gloversville Housing Authority’s Board of Commissioners met at its monthly meeting that was held at Kingsboro Towers, 2 Frontage Rd Gloversville NY on August 15, 2024 at 6:00p.m.

 

Board Members Present:

  • Ellen Anadio, Commissioner
  • Ronald Holly, Commissioner
  • Gail Peters, Commissioner
  • Sherry Courtney, Resident Commissioner

Others Present:

  • Anthony Casale, Authority Legal Counsel [via Zoom]
  • Kayla Potter – Executive Director

Commissioner Anadio called the meeting to order at 6:00 p.m. All present stood for the Pledge of Allegiance followed by a moment of silence.

Commissioner Anadio conducted a roll call memorializing the presence of the above-named individuals.

Commissioner Anadio opened the floor for public comment:

Rachael Paige spoke and stated that she has had a leak in her apartment for six months, coming through the ceiling and it is hard to clean up. She has spoken with Jesse about it but they cannot find the leak.

Bill Cole , Apt. 212, spoke and asked if there was a subsidy for handicap entrance and also have one on the community room door

Jill Young, Apt 201, some keys do not work on the front door. …. The chairs in the lobby do not have handles and it is tough to get up. There is a resident Gary with Alzheimer’s and he doesn’t know day from night and nobody is taking car of him. [An unnamed gentleman from the audience shared a story of an encounter with Gary, describing him as friendly and confused. His son comes from Cicero to visit]

April Moorehouse spoke and stated that the new doors are not going to last long because people yank on them. There needs to be signage to use the keypad. There is no sign instructing them to use.

____ Robinson spoke and stated that the doors are not secure. The handle can be turned and pull hard and door opens. So the new doors need repair.

Susan Fox spoke and stated that there continues to be a sex offender that is in building and it is ongoing issue. She stated that she has spoken to the board about it before. He came up to the door and stared in to the community room where I was having a party. He is also making sexual comments to me about another tenant’s aide. It’s been a long-issue. He walks around the building like he owns the place. He visits her girlfriend in the building. He is not her aide.

Director Potter replied that in such circumstances, the police need to be called.

Fox stated that the tenants do not want to call the police because it does not do any good.

Commissioner Anadio suggested to bring Chief Garavelli in to speak with the tenants.

Diane Kraft spoke and asked if the intercom repairs will continue. Director Potter replied yes.

Tommy Tubbs spoke and stated that he’s called the police in the past, without success. The gazebo needs a lock because people are sleeping in it at night.

Joyce Estey spoke and stated that she had no complaints. Thank you for removing the trees.

Commissioner Anadio opened the floor for Announcements by Commissioners, with there being none, the board proceeded with its agenda.

Commissioner Anadio opened the floor for board committee reports and with there being none, the board continued with its agenda.

Commissioner Anadio opened the floor for old business and with there being none, the board proceeded with its agenda.

The Executive Director’s Report was provided by Kayla Potter.

REAC inspection for Kingsboro Towers is scheduled for September 10 and we are beginning pre-inspections on Monday. ….. The 2023 audit will be finalized by Monday. Clyde has completed all reconciliations ……The Recovery Agreement has been completed and is awaiting approval from HUD. A determination is expected soon. …..

In July there were two new move-ins at Kingsboro Towers and two at Dubois Gardens, and the overall occupancy is up to 85%…

We continue to work on landscaping at Kingsboro Towers. …. The intercom project – our provider is trying to figure out programming. We have not heard from them in a month….

We had a new hire start on Monday in Buildings and Grounds….

For the Account clerk position, we are in the final stages of on-boarding a new hire, which will be Section 3.

Commissioner Anadio opened the floor for board committee reports and with there being none, the board continued with its agenda

Commissioner Anadio opened the floor for new business.

Commissioner Anadio presented Resolution 872 regarding monthly vendor invoices and read said resolution, said resolution reading as following: into the record as follows:

Whereas the Gloversville Housing Authority’s Finance Committee has reviewed the monthly vendor invoices for payment of the financial obligations of the Gloversville Housing Authority for the month of July 2024 and finds all payments on the attached list to be in order.

Now therefore be it resolved, the Board of Commissioners of the Gloversville Housing Authority has reviewed the monthly vendor invoices for payment as set forth on the attached list.”

A motion was made by Commissioner Peters adopting Resolution 872, and said motion was seconded by Commissioner Holly. There was no additional discussion and Resolution 872 was approved by a vote of 4-0 in the affirmative…..

Director Potter called for the attention of board members and audience to make a dedication in naming the Kingsboro Towers Community Room the “Joyce Estey Community Room” in tribute and acknowledgment of her service to the residents of the Gloversville Housing Authority

A motion to adjourn the meeting was made by Commissioner Peters and seconded by Commissioner Courtney. The motion carried by a vote of 4-0 in the affirmative. The meeting was adjourned at 6:26 pm.
